It represents a consensus among leaders from Iowa, Manitoba, Minnesota, North Dakota, and South Dakota on how best to meet the energy needs of a growing Midwestern economy while reducing the greenhouse gas intensity of regional energy production. The roadmap laid the groundwork for the Midwestern Governors Association's energy and climate work.
